The plan to create, promote or rollback deployment taking longer time

If you are running a build or deployment plan which consists of series of task to create promote or rollback tasks, the plan starts running the deployment plan task.

The newly started deployment (promote/rollback/rerun) needs another Bamboo agent as the current plan runs on one Bamboo agent.

Make sure you have always more than 1 Bamboo agent while working with Plan runner tasks, other wise the plans will stay in Queue for infinite time waiting for the same agent.
